In 1990, the strength of the Soviet Union was greatly shaken both at the international level and within the state. The transition to a market economy announced by Gorbachev only shook the situation. Communist forces were losing their positions in the parliament of the USSR. Instead, pro-Ukrainian forces came to power, telling people the truth about the crimes of the Soviet government against the Ukrainian people. A great victory for Ukrainians was the adoption by the Supreme Council of the Ukrainian SSR on July 16, 1990 of the declaration on the state sovereignty of Ukraine. It was this document that became the starting point for the Ukrainian state in gaining independence.
The postage stamp "Declaration of State Sovereignty of Ukraine" was put into circulation by the post office of the USSR one year after the events described above. In 1991, the Soviet Union was already at the stage of serious transformation. With great difficulty, the Ukrainian Soviet post office managed to print a stamp dedicated to an important event for Ukraine. However, the censor made some corrections to the proposed sketches. In the original version, it was proposed to make the inscription Post of the USSR on the stamp, however, the stamp came out with the inscription Post of the USSR.
The circulation of the stamp is 3,000,000 copies.
